The organisation in charge of building residential homes under various housing plans for various socioeconomic sectors is the Maharashtra Housing and Area Development Authority (also known as the Bombay Housing Board), which was established by the Maharashtra Housing and Area Development Act of 1976.

In 2012, MHADA launched its first-ever low-cost housing programme, offering 2593 units in Mumbai through a lottery draw procedure. Since then, announcements of similar plans have been made. Following the MHADA lottery programme, individuals from the EWS (Economically Weaker Section), LIG (Low Income Groups), MIG (Middle Income Groups), and HIG (High Income Groups) are annually awarded low-cost housing units in designated locations through a random draw method.
